More than likely is warped discs to be honest. If it was the hub it would be all the time. Discs don't just get warped by not being bedded in correctly thy also get warped by over heating, seized callipers or stuck pads, sitting with your foot on the brake once they are warm also creates hot spots and warps them. If you bought them second hand then their probably f**ked.
The gti brakes I have on my hdi do the same thing it's only once they are warm and you brake lightly at speed e.g approaching a roundabout on a duel carriageway that the steering wheel wobbles due to slightly warped discs.
It's a very common issue on a lot of Citroens we get in at work with older callipers. Also having worked for Mitsubishi for 7 years they suffer it majorly. I've skimmed hundreds of front discs in that time either due to steering judder when braking or brake pedal judder.
