No, 14.7 is stoich, 12 is good to aim for on a turbo/lightly boosted car, somewhere around 13 for a N/A motor, although that depends on whether you want/need to run rich for cooling in some areas.

It generally isn't critical to be absolutely cock-on fueling wise for power though, not unless it's a massively boosted monster.

So i take it that running around 14.7 to 15.0 is fine then.

Not at full throttle, no (part-throttle, perhaps), it'd be costing some power and running too hot in the cylinders, you want to be on the rich side of that, 13-13.5 is usually about right.
