Poor earth, low input signal voltage, or, more likely for a cheap kit, one or more of the crimp connections on the HT leads is loose.

NEVER measure the voltage going to a HID lamp as it could go over 20,000V when striking it but you can, of course measure the 12V input to the ballast.

Had this with my first kit, all connections were perfect, Never did it when new but it got gradually worse and worse the older the bulbs got untill one blew so i would say its a sign they are on their way out?
Replaced both bulbs after the first one blew and no more flickering.

Discharge lamps used at work can flicker when cold and also for up to 50 hours when new until they settle down.
