Its the crossover between viewing people as animals and therefore how you can use what is left that is the hard bit to get over. Human history is unfortunately littered with people coming up with ever ingenious ways of doing others in.
We rarely hear of the Israeli army purposely sniping at Palestinian children on the news for example. They do by the way. I'm not being racist there, but you'd have thought people might have learned.
