I would say so. You have two noises going on. The fast ticking will be the injectors but the slower tap is most likely a valve.
However, You say its been stood? Have you since changed the oil? Because when my oil get near the point of change it gets a lifter tap for the first 3-4 mins then quietens down. Have you run it for long to see if it goes?

Maybe try some whynns lifter cleaner. Might just be a sticky lifter. A bent valve and dodgey lifter sound the same in my experiance and iv had both. Hope it aint too much matey.Smile

I've read about "tapper" engines, but is it bad for the engine? Would the engine be down on power? What effect on the engine is there?

it is said that if your valve clearances are adjusted properly you can experience a very slight loss of power but not always, if you're going to adjust the clearances make sure you have the write gap for the inlet and outlet valves if there not enough gap it if possible that the valve could burn out, just get a good feeler gauge and a Haynes manual or auto-data

Clearances are adjusted by hydraulic tappets...

It's always hard to hear if it's a tapper from a video...
Have you driven it hard yet? That should normally shake the lifters a bit and make them not tap anymore. If it still taps, throw in the cleaner like aaron6 says and follow the instructions. After the cleaner, refresh the oil.

If it still taps after this you could try to take the lifters out and clean them (taking them apart), but you might as well take the head of and check everything else while ur at it...

The tapping itself is not bad for the engine you shouldn't lose any noticeable poke but eventually the head of the valve could snap off and smash the lot to prices. There's a photo of one that had done it somewhere on here but i can't remember where. Could also be a loose plug. Can make the same noise. Worth a look but 9 times out of 10 it ain't that. Smile
