I know its normal for these car to have the blower running constanlty at a low speed.

The problem I have is that the blower is on at around half speed constantly, but will increace if you turn the dial up.
I have tried removing the control pannel to see if that is at fault and it made no change.
I have also checked the relays, and they are all ok (pulled it out and it stops, tried a known good one and still the same)

I've not checked the resistor thing (under the scuttle, if it has one even) as I dont have tools to access it atm.

Also had a look through the search function but that just seems to bring up non workign ones.

Anyone got any ideas to what could be a fault?

Is it actually blowing half speed out the vents or just making a lot of noise?

Tryed a new control panel and this made no difference.
Not sure if they have a resistor pack as there isnt one in the engine bay by the intake.
